11. Procurement reform is the real disruption of the defense primes
Michael expects warfare to move away from $20 billion aircraft carriers requiring roughly 15 years toward “mass-attritable, low-cost” systems. He does not want Anduril and Palantir simply replacing old primes uncontested; a second layer must continually threaten the leaders with better products and manufacturing.
His favorite counterexample to scale mythology was a wholly owned “mom-and-pop” company making RAM missiles with about 30 employees and capacity for 1,000 annually. The company had designed and manufactured the missiles itself, illustrating the kind of focused supplier Michael wants to preserve.
Requirements reform flips the purchasing question. Instead of combining every service’s wishes into an unbuildable fighter under cost-plus contracting, the Pentagon should state an operational problem—missiles traveling at least 500 miles with a specified blast—and let vendors propose solutions under commercial-style fixed prices, with rewards for early delivery and penalties for delay.
DARPA’s public bets include using biology to synthesize critical minerals and defending against AI-agent cyberattacks. Michael closed with the strategic constraint: China executed “the greatest military buildup in world history” over 15 years, while America retains advantages in operational expertise, submarines and space—but “we can’t be complacent” as that gap narrows.
